Cannes on high alert ahead of film festival opening

ecurity at the Cannes film festival, which opens on Wednesday, will be intense as France is still facing a high risk of attack, French Interior Minister Bernard Cazeneuve said on Monday.
With 45,000 people expected to visit the May 11-22 event, French authorities are on high alert with some 400 security agents, hundreds of police deployed and special forces ready to intervene, Cazeneuve told a news conference.
France has been under a state of emergency since attacks claimed by Islamic State killed 130 people in November at entertainment venues in and around Paris including a concert hall, cafes and the Stade the France stadium.
"As we are about to open this festival and as I come here to check the security protocol, we are ... facing a risk that is higher than ever," Cazeneuve said.
"And against an enemy who is determined to strike at any time, we must be extremely vigilant at all times."
France has already announced plans to extend the state of emergency to cover the Euro 2016 soccer tournament that begins next month and announced stricter security for venues.
In 1978, French authorities thwarted an attack on the film festival when they discovered a bomb on the Palais des Festivals stage.

A year of temporary living

The road that leads to the village is a dirt track that continuously climbs steep uphill for the better part of the hour-long drive from Battar in the PashungLamhu Highway. As we get off our vehicle on the top of a mountain dotted with zinc sheets, there is no mistaking that these are earthquake survivors. As far as the eye can see, none of the private houses seem intact. We see four men and one woman neatly piling stones on top of each other collected from the debris, while an excavator levels the slopes to prepare the foundation for the village’s new health post. The old health post crumbled and collapsed as the Gorkha earthquake struck on April 25. But villagers and health workers quickly salvaged medicine and equipment to relocate the health facility to another building of the local government. Most homes in this village of 1471 families have been rendered uninhabitable. Even as uncertainty hangs over rebuilding of their own homes, the villagers came together to generously donate 4 ropanis of land for the health post to be rebuilt to satisfy the new government regulations on rebuilding of public facilities. The constant fear of another powerful tremor may have subsided as frequency of aftershocks become less, but questions about how they will rebuild their homes weigh heavy on their mind. “We don’t think the money given by the government is adequate,” said Badri Prasad Bhatta, who was among the seven people who donated land for rebuilding the health facility even as his own house is far from rebuilt. “We don’t need cash, let the government build it for us within the money they have allocated.” We don’t need cash, let the government build it for us within the money they have allocated - Badri Prasad Bhatta Badri has heard of the subsidised loan that affected households are eligible to receive; but he doubts that any collateral they have will satisfy the banks. LDO Risal admits that guidelines on the subsidised loans are not clear and getting it in reality might be difficult. Villagers are also worried about their ability to meet the conditions attached to the housing grant. In order to receive all three installments of the grant, each household will have to meet engineering criteria to make it earthquake-resistant. Most families in this village of people with primarily Bhatta last name rely on their farms and animals for income, but after the earthquake, working on the farm hasn’t been easy. Huge cracks have developed on farms and water sources have dried up, villagers say. Women complain that they have to walk over an hour to fetch drinking water. Besides rebuilding of homes, restoring water sources appear to be number one priority to the villagers. They want the water supply to be restored at the earliest; but they can do very little own their own. In the last one-year, villagers have received support from many organisations, including Red Cross, UNDP, UNICEF, Save the Children, among others. But the most tangible ones came from government in the form of cash assistance to the temporary shelter, food and winter clothes, they say. As the government instructed, the cash for temporary shelter was spent on procuring zinc sheets. But these very zinc sheets meant to provide little comfort keep them awake at night and alert and outside during the day as gusts of wind frequently blow them away—creating risk of injury or even death. Two days ago, a flying zinc sheet struck Buddhi Man BK. He feels lucky to have survived with a deep cut in his arm. “It was scary the way that thing came flying towards me,” said BK. Buddhi Man BK, who got injured from flying zinc sheet, receives treatment at local health post. Even when there are no strong winds, it is intolerably hot to live inside the temporary shelters during the day. “It feels like you have been baked,” said Devki Bhatta, whose home, like everyone else, wasn’t able to withstand the powerful temblor. “During the day all the drinking water we have inside shelter becomes boiling hot.” In many ways, Charghare village is representative of challenges faced by all earthquake-affected villages. Perhaps the only exception would be the road connectivity. Even though these roads may be just dirt tracks, they are in better shape than other remote villages, thanks to nearly half a dozen powerful politicians, including former five-time finance minister Ram Sharan Mahat, who call the district their home.In the aftermath of the earthquake Nuwakot has courted controversy for having highest number of fraudulent claims (comprising of politically connected individuals) and disproportionately huge amount of assistance compared to other worst affected districts—perhaps an indication of risk of politicisation of reconstruction efforts. But as monsoon approaches, driving up distance in the mountainous villages would become almost impossible. Even as district officials say that the first installment of the housing grant will be distributed in all districts in next three months, villagers don’t think that they would begin reconstruction before autumn. Many blame the government of raising expectations and not living up to it. “We would have done whatever needed to be done had the government told us that it couldn’t provide assistance,” said Ram Chandra Bhatta, another villager. Engineer Sudarshan Ghimire supervises debris removal As monsoon approaches, villagers are resigned to fact that their living will be still be temporary for another six months even in best of circumstances. Januka Bhatta, who lost her husband in a bus accident, has no source of income. She works as a day labourer to provide for herself and her four-year-old son. Currently she is working to help remove debris of the old health post. She receives Rs460 each day in a cash-for-work programme run by UNDP and funded by KOICA. It feels like you have been baked. Authorities to probe into names in Panama Papers

The government authorities said on Tuesday that they were trying to establish whether the seven names linked to Nepal that appeared in the Panama Papers database released on Monday night were real names.

The Inter.national Consortium of Investigative Journalists (ICIJ) on Monday night put online records of over 200,000 secret offshore companies, with 19 names linked to Nepal-seven from the Panama Papers source and 12 from Offshore Leaks.

Upendra Mahato, Arun Kumar Chaudhary, Survansh Kumar Chaudhary, Karan Kumar Chaudhary, Uma Devi Singhania, Shila Chaudhary and Nawang Dolma are the seven names that appeared in the database, claiming to be their links to Nepal.

All of these are said to have offshore investment in the British Virgin Islands--a tax haven country.

Officials have said the authorities first of all will try to find out who these people are, as some names match with those of some well-known business figures. “First of all we have to establish whether these people indeed are the well-known business persons of our country,” said Kishor Jung Karki, director of the Department of Money Laundering Investigation (DMLI), adding that the names that have appeared could have been used by others or maybe of those who share their names with some renowned business persons.

Nepal’s law prohibits its citizens from investing abroad unless the wealth that is earned abroad.

Out of the seven names listed in the ICIJ database, Upendra Mahato is a Non-Resident Nepali (NRN) with significant investment and wealth abroad. Other six persons whose names have been listed in the database do not have sizeable source of income from foreign countries.

Unless the authorities finalise their investigation into the names, it’s just a matter of speculations, said some government sources.

Nepalis stashing money abroad, however, is not a new thing, and government officials are very much aware of this fact. But nonetheless, nothing substantial has been done to bring the money back or investigate those who have been said to have parked money abroad.

A banker, who spoke on condition of anonymity, however, said that just because some names have appeared in the database does not make them guilty. “That can’t be used as proof,” said the banker. “There must be strong evidence to prove their links to offshore companies. Investigation of a large magnitude is required. I don’t think our government has the institutional capacity to carry out investigation of such a large magnitude.”

However, some expressed say the DMLI must immediately summon the persons whose names have appeared in the database.

“If they deny their links to offshore companies, our government must reach out to the government of the British Virgin Islands,” said a former official of the Ministry of Finance.

Budget likely to reach record Rs 1t

May 11, 2016- The government budget for the next fiscal year is likely to reach a record Rs1 trillion with the National Planning Commission (NPC), buoyed by swelling revenues and a hoard of unused funds in the government coffers, planning to raise the budget ceiling.

The NPC had fixed the upper limit at Rs909.96 billion for fiscal 2016-17 which begins in mid-July. NPC sources said that the new ceiling would be around Rs1 trillion.

“The exact budget ceiling will be decided by the Resource Committee meeting that is scheduled to be held soon,” they said. “We have Rs100 billion lying idle that could be spent on major infrastructure projects,” said a high-level NPC source who did not wish to be named.

“Besides, revenue collection has increased significantly in the last few months, something that the government had not expected due to the five-month-long trade embargo,” he added.

Also, the government has recently received Rs9.96 billion in capital gains tax from telecom giant Ncell which has boosted its cash reserves.

According to the NPC, the government will accord priority to road construction, education and agriculture in its annual financial plan.

“Various ministries have asked for an increase in their budget allocations, but additional funds will be allocated on a priority basis.”

Learning the lessons from last September’s trade embargo which exposed the country’s vulnerability, the NPC has also given priority to strengthening the supply system by boosting the fuel storage capacity.

The government’s policies and programmes for the next fiscal year has envisaged constructing oil storage tanks to maintain at least a 90-day supply of oil reserves.

The road projects that are in the priority list are Biratnagar-Kimathanka, Mustang-Korala, Karnali corridor connecting Hilsa, Galchhi-Syabrubeshi-Rasuwagadhi and Kathmandu-Tatopani.

NPC officials said that the Ministry of Physical Infrastructure and Transport had sought a budget of Rs79 billion for the next fiscal year against the ceiling of Rs55 billion. “We have considered the ministry’s proposal and it will get a large budget.”
Likewise, the Ministry of Education, which has got the highest budget ceiling of Rs101 billion, has demanded another Rs20 billion.

The Irrigation and Supplies ministries have also asked for an additional Rs15 billion each. NPC sources said Rs123 billion would be allocated for reconstruction in the next budget.

Economist Madan Kumar Dahal said a large budget was usual for a country that had been hit by a deadly quake and crippling trade embargo.

“However, the government needs to build a regulatory framework to control inflation that could result from the enlarged size of the budget,” he said.

Dahal said that the government’s capacity to spend the capital budget should be enhanced. The government’s capital expenditure has reached a mere 20 percent as of the first nine and a half months of the current fiscal year.

However, officials said that capital expenditure had been hitting 60 percent in the last few years.
